Jira price in Brazil: USD or BRL with a tax invoice?

Jira, the project management software, cost US$ 8.48 on Standard and US$ 15.56 on Premium per user per month on the official list consulted on 30 October 2026. A company can buy directly in US dollars, with the exchange rate and the taxes that apply, or request a proposal in reais with a nota fiscal, the Brazilian domestic tax invoice.

Without cross-project planning needs, Premium can be more than the team will use. The charge grows with each user.

On a direct purchase, conversion and charges depend on the payment method and on the tax classification; on the local proposal, the price, the term and the entity that issues the nota fiscal have to be in writing. Compare the same plan over the same period, and keep the projected outlay separate from the credits actually determined.

What is the Jira price per user in 2026?

Jira Free costs US$ 0 for up to ten users; the monthly list consulted on 30 October 2026 shows US$ 8.48 per user on Standard and US$ 15.56 on Premium. Enterprise requires a quote. Annual billing advertises a discount of up to 17%, not a guaranteed reduction.

In the same consultation, Atlassian advertised an annual discount of up to 17%, while the Jira catalog displayed US$ 7.91 and US$ 14.54, figures that do not match the floor implied by the maximum annual discount observed. The cause of the difference was not proven. The dated primary source governs.

On Standard, support is regional 9/5, with a two-hour response for critical issues and not a resolution deadline; Free offers community support.

What changes in the plan when the team grows?

More users raise the base of the charge. Standard covers planning inside a single project; Premium deserves an evaluation for coordinating dependencies across projects, capacity, approvals and advanced planning, not simply because the team grew. Multiplying the list price is not the same thing as a quote.

The table multiplies the monthly list from Atlassian, consulted on 30 October 2026, with no tier adjustment.

UsersStandard: list multiplicationPremium: list multiplication
10US$ 84.80 per monthUS$ 155.60 per month
50US$ 424.00 per monthUS$ 778.00 per month
150US$ 1,272.00 per monthUS$ 2,334.00 per month

On Free, everyone can administer spaces and there is no per-space permission configuration. That does not grant administration of the organization or of the site, as the Atlassian documentation distinguishes.

On Rovo, the monthly credits per user are 25 on Standard, 70 on Premium and 150 on Enterprise; the limits of indexed objects per user are 100, 250 and 625, respectively. Objects are not monthly allowances.

Why is the dollar price not the final cost for a Brazilian company?

On a direct purchase, the list price passes through currency conversion and through the buyer's tax analysis, considering the nature of the contract and the payment method. Adding generic percentages to the monthly fee does not produce a comparison valid for approval. The operation needs classification.

Composition of the outlay on a direct software import, from the dollar list price to the total paid in reais, with currency conversion and contract-conditioned taxes

The conversion can include an FX spread, the difference charged on top of the reference rate; on a corporate card, finance has to check the date and the charges actually applied. The future rate is not guaranteed.

According to Nexforce's tax corpus, with legislation in force on 6 July 2026, each tax on the remittance depends on the operation, on the contract, on the buyer's regime and on the calculation base.

IRRF follows the general rule of 15% in the RIR/2018 (D. 9,580/2018, arts. 765 and 767), with 25% in specific hypotheses such as a tax-favoured jurisdiction. The tax team has to examine the beneficiary as well, and any treaty in force. For the final buyer, the 10% CIDE applies to remittances for SaaS and technical services, under L. 10,168/2000 and SC Cosit 191/2017, subject to the classification of the operation. SC Cosit 99/2018 deals with the inclusion of IRRF in the CIDE base in a consultation about maintenance services, not with the classification of SaaS.

In the operations described in SCs Cosit 342/2017 and 177/2024, the non-incidence of CIDE refers to remuneration for the right of distribution without transfer of the corresponding technology; connected services require contractual segregation and their own analysis. That treatment does not transfer to the final buyer.

For the imported service component subject to PIS/COFINS-Importação, the general rates add up to 9.25% (L. 10,865/2004, arts. 7 and 8; IN RFB 2,121/2022, art. 273). Distribution royalties itemized separately should not be automatically confused with that service; connected services require a separate analysis. In the hypotheses of an ad valorem rate, the PGFN approved an understanding that excludes ISS and the contributions themselves from the base. The tax area has to confirm the concrete application, given the divergence between references.

ISS is municipal, with a floor of 2% and a cap of 5% under LC 116/2003. The IOF-câmbio rate of 3.5% reaches outgoing exchange transactions that are not exempt and not covered by the previous items of D. 6,306/2007, art. 15-B, XXIV, as worded by D. 12,499/2025, per the STF decision in ADC 96. The classification depends on the operation and on the payment method.

In 2026, the test year, CBS is 0.9% and IBS is 0.1% under LC 214/2025, arts. 343, 346 and 348. Offset or waiver depends on the hypothesis and on the obligations that apply. CBS moves to effective collection in 2027, replacing PIS and COFINS; IBS stays at 0.1% in 2027 and 2028. ISS is phased down between 2029 and 2032 and extinguished in 2033, when the new system reaches the full regime, under EC 132/2023.

Around 28% for IBS and CBS combined is a future planning premise, based on the CGIBS estimate of 29 July 2026, not a statutory rate in force in 2027 and not a value automatically applicable to the contract. The joint estimate is not the same thing as the later calculation of the 2027 CBS reference rate by the TCU. Setting the reference rate is the Senate's task; the status of the resolution has to be confirmed at closing. The year of contracting and the year of renewal change the math.

What are the prerequisites for comparing the proposals?

Procurement has to assemble plan, users, term, features and support, plus the dated consultation and the local proposal for the same scope, and name who will validate the tax lines. The local proposal has to carry a price and an issuer for the contracted period. Without the documents, the comparison does not close.

The Jira catalog on Nexforce Marketplace lets the buyer request a proposal; Nexforce Marketplace offers contracting in local currency with a nota fiscal. Confirm the conditions in writing.

How do you compare a purchase in dollars with a purchase in reais?

The comparison runs in five steps, from scope to tax reconciliation, with records another person can check before approval and with the same period on both paths. Keep the charges separate from the credits the tax team determines for each purchase. A list price is not a proposal.

  1. Define the scope of the purchase.
  2. Record the official list in dollars.
  3. Project the direct outlay.
  4. Request the equivalent local proposal.
  5. Reconcile outlay and net cost.

Step 1: how do you define the scope?

Define a specification of plan, users, duration, support, automation and governance; if one path includes features the other does not deliver, describe the difference before comparing amounts. Include implementation, integrations, administration and user variation when they matter to the purchase. Record the requirements that cannot be dropped.

Consider readjustment, renewal and exit as well. Without a confirmed amount, do not assume zero cost.

Step 2: how do you record the list in dollars?

Check the official page for the plan and the period chosen, keep the date and the billing frequency, and ask for confirmation of the price for the number of users. Multiplying the list serves as an initial reference, not as a price promise for any tier.

The math uses the Standard monthly list of 30 October 2026, with no tier adjustment, and an exchange rate of R$ 5.00 per dollar as an illustrative premise, not a quote.

Illustrative monthly lineDirect path
List for 50 users50 × US$ 8.48 = US$ 424.00
Conversion at the declared premiseUS$ 424.00 × R$ 5.00 = R$ 2,120.00
Taxes and chargesDepend on the operation and on the tax determination
CreditsDepend on eligibility and on the tax determination

The result includes neither taxes nor credits. There is no local proposal in this math.

Step 3: how do you project the direct outlay?

To the converted amount, finance adds the payment charges and the taxes determined for the operation, each with its own base, responsible party and payment date. The contract also has to state who bears the withholding and whether there is a gross-up, an adjustment that preserves the net amount for the supplier.

Do not add incompatible bases. Record rate and spread separately, when they are informed, and leave taxes without classification as pending. The tax team has to verify the year of contracting and the transition to IBS and CBS.

Step 4: how do you obtain the equivalent local proposal?

Request a proposal in reais for the same plan, users, term and support used in the direct purchase, requiring price, billing frequency, tax document, issuer and the rules for readjustment, payment and renewal. Without a proposal for that scope, the local amount stays open. Record the validity period.

The SaaS contracting and distribution guide contextualizes the commercial channels, but it does not prove conditions for Jira.

Step 5: how do you calculate the net cost?

Outlay is the projected payment; net cost discounts only eligible credits actually determined, after the tax area confirms the documentation and the determination pertinent to each purchasing path. The nota fiscal, on its own, does not guarantee the credit to the buyer. Keep the lines separate in the spreadsheet.

In a domestic acquisition, the tax area analyses any PIS and COFINS credit according to the buyer's regime, the operation, the local nota fiscal and the other legal requirements. Under the cumulative regime, credit for the buyer must not be assumed.

In a direct import, the PIS/COFINS-Importação credit depends on the amount actually paid, on the destination of the service, on the documentation and on the legal requirements. The local nota fiscal does not replace that analysis. Do not count twice the taxes already included in the local price. Consider the transition from PIS and COFINS to CBS.

How do you check the result before approving?

The comparison is ready when every line has a source, a date and an owner, the contracts describe the scope differences, and the outlays cover the same period, with validated credits and renewal conditions. Costs without a confirmed amount stay pending on the procurement spreadsheet. Pending items block the conclusion.

Check the fields:

  • Equivalent plan, users, features and support; differences recorded.
  • Dated direct price, billing frequency, exchange rate and charges documented.
  • Local proposal in reais, issuer of the nota fiscal, readjustment and term confirmed.

The tax team records taxes, bases, responsible parties and credits on separate lines.

What does an AI assistant's answer get wrong about software pricing?

An AI answer can bring a plausible number with no date and no plan; to buy, the evidence has to state the primary source, the currency, the period and the number of users. A consulted answer diverged from the official pricing page for the Standard and Premium plans. Without those data, there is no verifiable quote.

On 30 October 2026, the assistant stated that it had no real-time web access. The episode does not measure how often the error occurs.

Check the Jira pricing page. The article on technology price changes shows why the date matters.

Frequently asked questions

The answers use the official consultation of 30 October 2026, and the nota fiscal does not determine the final cost on its own: the operation and the documentation require the buyer's analysis. Exchange rate and dollar payment charges change the outlay on a direct purchase. A list is not a proposal.

What is the Jira price per user?

On the official page consulted on 30 October 2026, Standard costs US$ 8.48 and Premium US$ 15.56 per user on monthly billing; Free costs US$ 0 for up to ten users. Enterprise is annual and on request. Confirm the tier for the number of users intended.

Can Jira be purchased in reais with a nota fiscal?

The Jira catalog lets the buyer request a proposal in reais with a nota fiscal. The company has to confirm in writing the plan, the price and the issuer of the document, plus term, payment, readjustment and renewal for its CNPJ, the Brazilian company registration number, before assuming those conditions.

What is charged beyond the license?

On a direct purchase, exchange rate, spread and payment charges change the outlay. IRRF, CIDE, PIS, COFINS, ISS and IOF require an analysis of the operation and of their bases. The transition to IBS and CBS also enters the evaluation for the contracted year and for the renewal.

Is Jira Free enough for a company?

It is enough when up to ten users, 2 GB and 150 automation steps per subscription per month meet the operation. Everyone can administer spaces, but that does not make them administrators of the organization or of the site. Whoever needs separate permissions should evaluate a paid plan.

Is the Jira annual discount guaranteed?

The official page consulted on 30 October 2026 advertises a discount of up to 17% on annual billing. The ceiling does not guarantee the same reduction for every plan or user count. Compare the annual proposal with the monthly one for the same scope and term.

Which proposal should be approved?

Standard is the first paid reference for whoever does not need cross-project planning; Premium earns the additional cost when capacity, dependencies and approvals across teams are requirements. Compare the proposals for the same term, with support, outlay and validated credits on separate lines.

Without a local proposal, there is no comparison. Send any pending tax document or credit to the owner before approving.
